Visual Identity/Branding System, Graphics Standards

Malcolm Grear Designers was selected to create the visual identity for the Department of Health and Human Services in 1980. Viewing it for the first time at its unveiling, President Jimmy Carter commented that he saw the symbol as "the wings of the eagle sheltering the people." In addition to the symbol, Malcolm Grear Designers created a comprehensive Graphics Standards manual for this large government agency.
